A training dataset can contain millions of rows and still be expensive to use if annotators cannot agree on what each label means. A marketplace price based entirely on row count overlooks annotation ambiguity, buyer-specific task definitions and the cost of resolving disputes. W3C’s Data Quality Vocabulary describes ways to express quality measures and feedback, while NIST’s AI Risk Management Framework emphasizes contextual evaluation rather than a universal quality score. Here is a proposed contract and valuation method for pricing disagreement explicitly. The numerical example is hypothetical and does not claim measured industry error rates.
Separate disagreement from incorrect labels
Two qualified annotators can disagree on a borderline sentiment or medical coding example without either being obviously careless. Disagreement is observable when independent judgments differ; ground-truth error requires an independent adjudication rule. Buyers should therefore request task instructions, adjudication policy and a stratified sample rather than demanding a single confidence percentage. The W3C quality vocabulary is useful because metrics can be associated with specific quality dimensions and dataset distributions instead of being collapsed into a misleading score. Record whether a measure came from a supplier, third-party auditor or buyer. See the primary W3C Data Quality Vocabulary (2016 Working Group Note).
For each class and language segment, preserve the count of double-labeled items, the number of contested items and the proportion resolved after review. Keep ambiguous items visible as a category; forcing them into a binary pass/fail result hides the precise workload the buyer must fund.
Measure where disagreement is concentrated
An overall disagreement rate is a poor procurement statistic if a few critical buyer segments account for most conflicts. Partition the quality sample by class frequency, source language, time period, annotator experience and intended use. Set inclusion criteria before reviewing results. If a buyer’s use case needs rare edge cases, those records deserve a separate estimate even when they form a tiny fraction of a supplier’s inventory. NIST’s risk framework treats measurement as tied to context and potential harms, not a guarantee that one sample fits every deployment. See the primary NIST AI Risk Management Framework (released 2023-01-26).
Run independent blind labeling on a pre-agreed sample size and publish both numerator and denominator for each slice. If too few rare samples exist, label that slice unknown. Do not replace missing evidence with the optimistic overall figure or silently extrapolate from an easier language group.
Calculate an expected rework reserve
Let N be the records delivered, p the share expected to require adjudication, c the cost per reviewed record and f the fixed governance cost. A simple reserve is N multiplied by p multiplied by c, plus f. For illustration only, 50,000 records, a modeled eight-percent review burden, a cost of 0.35 monetary units and 300 units of governance overhead produce 1,700 units of expected rework: 50,000 × 0.08 × 0.35 + 300. None of these assumptions should be used as an observed market benchmark. See the primary W3C Data Quality Vocabulary (2016 Working Group Note).
Publish a sensitivity table at four, eight and twelve percent disputed shares. Then test whether adjudication can be batched or whether each item needs specialist judgment. The economic argument for a price adjustment is stronger when parties agree on the review method and payment trigger.
Do not double-discount quality
A common purchasing error is applying a generic quality haircut to the list price and then subtracting the full expected relabeling bill again. If the supplier’s initial price already includes adjudicated samples, those costs may already be embedded. Build a bridge from advertised price to usable-record cost. The bridge should show list price, rights limits, included verification work, independent review reserve and remedies. A buyer who pays less for uncertain data may still lose money if resolution delays model training beyond a launch window. See the primary NIST AI Risk Management Framework (released 2023-01-26).
Ask the seller to mark which quality controls are included, which are optional and who owns final acceptance. If an agreed sample fails, define whether the buyer receives replacement data, cash credit or additional annotation hours. Those remedies have very different cash impacts.
Tie reserves to contractual evidence
The supplier should expose labeling instructions and version numbers, annotator agreement calculations, change logs and adjudication outcomes. A buyer should not receive unnecessary personal information about individual labelers. Audit permissions can be limited to aggregated quality evidence and a pseudonymous sample trail. The W3C DQV model allows quality measurements and annotations to be described without prescribing the marketplace’s business terms. The contract must still identify who decides when an item is acceptable. See the primary W3C Data Quality Vocabulary (2016 Working Group Note).
An acceptance annex can specify sampling seed, strata, minimum evidence and disagreement resolution deadline. It should also state how revised labels propagate to subsequent licensed versions. A dataset delivered on time but lacking the agreed quality record is not automatically the same product.
Use a decision-oriented pricing model
Compare two vendors on expected usable value rather than nominal volume alone. A low-priced 100,000-row feed with concentrated disagreement in a critical minority language may be less useful than a smaller well-adjudicated product. Keep the buyer’s model-task accuracy improvement as a hypothesis until evaluated on held-out data. The proposed reserve is a procurement planning device, not a claim that a dataset earns a statistically precise market price. The most useful result is an explicit negotiation over who pays for ambiguity and who carries acceptance risk. See the primary NIST AI Risk Management Framework (released 2023-01-26).
At renewal, replace assumptions with actual adjudication hours, contested slices and model acceptance failures. Preserve the original forecast so the buyer can distinguish improved source quality from a changed definition of success. That makes the next price discussion auditable.
